Use the Photo Tool > (on top right of Infobar) Select Colors to Enhance.
Click on the sky with the Select Colors to Enhance tool, then use the Tolerance and Fade sliders to increase or decrease...
My guess is this is the on-line version.
If you have the desktop version it is in the Photo Tool flyout menu.
