I think Larry is referring to Xhris. I did a search and it seems his website link does not work any more.
If the color range is fairly tight, say sky, you can use the Photo Tool > Select Colors to Enhance.
Usually apps that say free, are free to try. They add a watermark that only goes away when you pay for the product.
