Xara exports page one as htm no matter what. So create a dummy page 1 and start your site on page 2. See Attached

It does work. See attached where I used a named placeholder - <html> - for the words "Hello World" which, as you can see, appear above the code. :)

You might try putting the code in a placeholder which is named <html> - see attachment :)
