Bob, this has already been done, at least in v15 (I believe v12 likewise). Right click over the lock aspect ratio and ensure Smart Transform is unchecked.

Marc, you need to be in the Selector tool and have the Show Selection Bounds Handles button active. See screen-grab:

Here's an example of whats broken now in 15 for absolutely no good reason. I'm aware Flash is now defunct but it is still useful to have to create avi's...
