I use it with PaintShop Pro, but it should work with Xara.
For Deblurring or sharpening, there is a program called Blurity. I've used it once. You may want to try it.
If Ray means that there is a lot of noise in the image, then try NeatImage. Unfortunately, I can't get it to work with Xara.
