Would a pop-up layer cover what you are after?
In the Page & Layer Gallery, click MouseOff, then New Layer. Name the layer something meaningful.
Ensure the layer is selected in the Page & Layer...

Do you mean you want a picture to be a link. As in, click the picture and it takes you to another page/site?
Click the picture to select it then Utilities > Web Propeties > Link (tab) > Link To...
