I think that was the whole idea behind Push, Egg. If you add more text, the text pushes the objects beneath it, which have to be designated I think as Footer, down.
That said, I just did a search...

Scroll bars appear when the content of the page is taller than the height of the screen.
A feature called Push is what you are looking for. Do a search in Web Designer...
