Pouster, send us a cutdown design that is showing the same fault.
In doing this, you will get a number of outcomes.
The first is you discover your fault and now know how to correct it.
You discover a Xara fault that you can advise on.
You get the same fault that we can look at.
Anything else will be guessing unless someone has overcome the self-same problem before.

Thanks Acorn. I'm assuming a "cutdown" is a document with only the pages involved with the same error message? If not, what's a cutdown?

@Acorn, there is an still an outstanding Xara bug in Pro X19 > https://www.talkgraphics.com/showthr...-heading-links. Not sure if it is fixed in Pro +?
Workaround you suggested is to use Link to Anchor and then it works:
