Rather perplexed....
I have been a Xara user way back to Webstyle 4 and have purchased every version of Web Designer that has been offered. I have been away for a couple months and now I come back into WD to work on a new site only to find that I no longer have access to the design features, themes, widgets, etc. that I have already purchased. It now says that I have to pay up for an upgrade just to use the things I have already paid for.
Can someone explain this to me? Please!

That does not sound good. Maybe your subscription has expired?
File a support ticket here https://help.xara.com/ and they will get it sorted out.

Yes, several versions ago, Xara decided to charge an annual fee that would include upgrades and bug fixes. If you do not renew, you loose access to the Online Content Catalog. But you always have access to all the tools.
Xara does not call it a subscription but in essence this is what it is.

I have lost all access to the content that I previously "purchased". Or did I purchase it? They call it an "Update Service" but I not only lost access to updates but everything else as well. So are there any updates since version 15 came out? If so, what do they include? Minor fixes, or anything of significance? Is the 59.99 "upgrade" what I need to purchase or is the update service something different?

Think of the $59.99 as ransom to get your features back. :O
There has been talk of an update coming in the next few weeks but I cannot remember an update for 15 since. Tough the disclaimer is these days I cannot remember much.
