Stop layers scrolling

Hi,
I'm trying to create a sort of navbar on a !FixedTab layer, to start with a button on the !FixedTab layer then copy in place onto a new layer ("home and next layers") and change the colors for mouse-over, no problems here.

The problem is when previewed, I hover over the button (change's color fine) then use the scroll wheel to scroll down and the "home and next layers" scroll up. is there a way to fix these 2 layers in place i.e stop scrolling.
