I know soft grouped objects can be spread over several layers so the concept of "moving" a Soft Group to the Layer in Front or Layer Behind might be a little hard to address.
Bug - why are layer moves disabled when all the objects in a soft group are on the same layer?
Observation - clearly a collection of objects could be moved up or down layers until they reach end-stops.
