Bob I don't know exactly what it is other than the obvious syringe. It is very well made. 3D extrudes I believe.

Yes it is expensive stuff, but is does go a long way. The CPU die should only have the thinnest coating, using more TP doesn't result in better cooling.
I easily get up to 6 applications from a single tube.
