Ron, I am guessing that you are building these menus as HTML <table> Tags and adding to a Placeholder body that is on its own Layer.

This is likely where a designer is either using a standard Xara NavBar example here : https://initiostar.co.uk/demo/navbar_variant/ (desktop and mobile). OR > this is how the original menu system was designed in the first place.
The standard Xara submenu can be offset but cannot be positioned completely independently. Where a designer opts to build their own NavBar, perhaps a link to open a popup menu, this can be positioned on the page to suit the design.

This is simply a consequence of a browser trying to best fit a window into the browser width. I can see the issue with your site; it can happen with a standard Xara submenu too. With Xv19 you have the option of exporting a site with an option of Scale-to-fit-Width and most of the time the random positioning of a submenu can be avoided.
Here is an example that positions the dropdown menu in the centre of the page; it also accommodates any number of links; the latter avoids a links window exceeding the page height.

There are no doubt many ways to address the issues, but hopefully by example this shows just one way of doing it with the current version of Pro Xv19.

I cut/copy and paste similar pages in order to save time.
Is there any way to delete:
Unused "Link To Anchor" entries in the Drop-Down Choice entries?
The same for "Names" and "Paragraph Styles"?

Ron, not in Web Designer. Link to Anchor & Names are the same list.
In Text Tool mode, you can delete Styles.
