Can't think of any online tools but you could use Xara Designer or Xara Web Designer Premium. :)

There are free trials you can download. Xara Designer Free Trial and Xara Web Designer Premium Free Trial.

Gary Bouton has a video tutorial on XaraXone.com, The Bouncing Ball Animation that should get you started making animations and banners.

Head on over to www.bannersnack.com to create some stunning flash banners, they are free (with watermark) and paid options are available as well. The banners also have a built in script to recognise the devise and replaces the flash with html5 for those without flash.
