Fonts.com has these special offers frequently. Get on their e-mailing list. Plus they often feature some really cool fonts for purchase.
I usually buy them at myfonts.com, losttype.com or creativemarket.com. They offer discounts like those (up to 90%), usually for new releases but i never caught anything (read big discounts) from Monotype there.
