UNSCALABLE Background Picture

Hello everyone, I search for quite a while, without luck, before taking the time to ask.
I will like to use a picture for a background but it should not scale when zoomed in or out of the webpage within the browser.
Just like the example below:

If you zoom in and out of it, the picture is fixed to that size and wont change.

Is there any way I can achieve this using Xara Web Designer? Is there any code that can be added for this to work?

Im guessing it can be done, Xara Web is a robust and excellent program. Im about to upgrade my XWD7 premium.

WOW, very nice. Exactly what I needed. I already try it and it worked. Going to read the complete post and continue to play with it to see what else I can do. Maybe change the pic in different pages. Thank again for the info and fast reply Sledger. Thats a great page you sent be. I will sure donate.
