define a color by entering a value

In Corel Draw I could make a color by entering values for instance :
Red = 10
Green = 99
Blue = 11
Result a named colour.

How to do in Designer Pro X or PGD ?

Open the Colour Editor.
Click on the Luggage Label icon.
Input the name of your colour.
Click on the icon to the right of the Luggage Label. to expand the dialog window.
Change any of the colour models.
Input into the RGB one your separate % values or any with the # hex values instead.

If there's a specific color you have in mind that you need the HEX values for, there's a site called HTML Color Codes that has a huge list of the 6-digit values.
