Desktop icons reload twice after closing web page or program

Hi all.

Recently, there's been this strange issue on my computer. I'll close a web page, or I'll close a program like Xara, and my desktop icons will flicker, or reload, once or twice. It happens every time, and I have no idea what's causing this. Has anyone here had the same problem? Thanks!

This may be the video driver needing an update. If you're on Win 10:
WinKey + I > Update & Security > Check For Updates

Other Windows:
RIGHT click My Computer > Properties > Device Manager
Expand the Graphics Card and RIGHT click > Update Driver
