No, they are NOT both the same size.
The blue circle (ellipse) is 0.62cm wider than the grey one - and 8cm² larger.
but when you click on them the sizes are shown are the same.

Make sure you're clicking the right ones ...
My program shows:
Blue: 17.09 x 16.46 ... 220.4 cm²
Grey: 16.47 x 16.46 ... 212.4 cm²

Select one or the other and Arrange > Break Shapes. Now the two ellipses are different sizes. Not sure how they got combined.
rs3, I have and can see two different ellipses and dimensions.
Select the blue one. With Snap to Objects set, Shift-drag the side control until it locks to the smaller ellipse.
Both are then identical.
Perhaps you just did the reverse in haste?

Interesting ... In XP&GD 16.3 I just opened the file and clicked on each shape with the selector tool. Nothing was combined, nothing needed breaking.
