In the Design Gallery->Page Elements and Widgets->Photo Elements and Widgets->Photo Frames there is a frame called Circle.
I added one to my page, right-clicked to Replace photo and chose a new picture from a folder.
Now. How can I manipulate the photo to position and scale it within the circle?!?!!!
I've tried everything! Nothing seems to work!

Hmm? I bet you did not try the Fill Tool. :)
Click the photo with the Fill Tool. This will make the resizing arrows appear. Click the small boxes at the tips of the arrows then use the arrow keys on your keyboard to resize the photo. Click where the two arrows come together to move the photo around in the circle.
