I went to lock a Layer (the whole layer) and could not - I had to Lock the item IN the Layer (one item: and the Layer still did show as Locked).I have a screen shot; but, it's been a bit & I don't see how-to attach it.Plus, shouldn't I have been able to Lock the Layer & the item in it? Is this a Bug? Thanks
Make sure the layer isn't selected
You must have the pointer at another layer,
Now you can lock the layer you want in the gallery

As Hans says, you probably have current layer always visible & editable. Change this here:
Utilities/Options/General/Genral Options/Current layer always visible & editable
and see if that fixes your problem.
Hans, you are right, I have to make sure the layer is not selected.
Egg, I made the change; but, still have to make sure the layer is not selected.
Seems like that should not be; but, hey, what do I know (after Exporting Error)!

to be honest I found this a bit strange - I seem to recall a possible intermittent problem with selecting layers, but not this - just checked and I can lock a selected layer in XDPX and XPGD9[trial]
EDIT: as long as it is set the way Egg mentioned
