Cannot move Navbar Group in Page & Layer Gallery

I need my Navbar to stay at the top of the layers (page) so when the page is scrolled all objects scroll underneath it. The problem is, as I add new objects by default they position at the top of the layer order, above the Navbar. When I try to drag the Navbar Group back to the top it won't move and the "slash-circle" icon appears next to the cursor.

I've tried ungrouping the Navbar and that doesn't work. It seems like it's permanently stuck at its original position in the Layers Gallery.

Any idea how to get the Navbar group to move?

Select the NavBar and press Ctrl+F.
