Quite easy. You have the template there in front of you, the photo. You draw along one of the sides to get the shape of the jagged edge. Then you use that line to cut away the sides of any photo frame you like:
Here's another technique. Once you have the brush you can save it and apply it to any shape.
I think it's called a deckel edge and Tony's solution is brilliant.
Once you add the brush shape outline to the rectangle and have adjusted the line width to your satisfaction, you can convert the line to shape (Arrange menu). Then it becomes a simple vector shape.

@ gwpriester - thank you for the mini tutorial!
I learn something new each day thanks to all you guys at Talk Graphics:D
Glad we could help. :)
I notice that Zakiyya has P&GD2013 that means he/she has the eraser tool, a decorative edge can easily be achieved by just erasing the edges roughly. Adjusting the roundness and angle can give you a bit of a different look and if you have a graphics tablet you can do this very quickly.
Also see this thread for examples of 'jagged edges' made using brush shape outlines :D...

I have a free plugin installed from AlienSkin called Splat LE. I tried to find it on the AlienSkin site and couldn't find it anymore. I must have downloaded it while back. Here is a quick example of what I did with a photo:Attachment 98143
There are a number of vector jagged edges that can be purchased from go media, I will usually use one of those and put 2 back to back, 1 one way the other mirrored. then joined together then I add shapes then I use the combined shape to do a slice and cut, on the graphic edge.just make sure you duplicate several times and set the shapes a side, you will need 3 more to complete the edges. Very nice result and in vector! Love Xara!
Here is an example of the vector edges from Go Media applied to the picture after being duplicated and rotated using slice and cut on the jpg
