Hi Jen,
The question would be more at home in the Paint Shop Pro forum. The only program I know that has a Tube tool is PSP.
It is a tool in that program that allows you to use premade image elements to add to your drawing. An example would be flowers, a flower tube may have several images of a single flower. As you click with the tool on your image a flower would be placed, another click another flower (may be a different flower or may be the same, depends on the tube being used).
There are resources on the internet where you can download various Tubes for Paint Shop Pro.
It's been a long time since I used Tubes in PSP, but I do think you could achieve the same effect with a Xara brush. Using several images to create the brush and adjusting the spacing would create about the same effect.
PSP version 8 was the last upgrade I bought, I think they are up to version X or XI now but the tubes should be the same.
It is a form of producing a tubular brush form by some graphic programs like paintshopro

You can see that almost any catagory of image can be made into Tubes.

Using one of the floral tubes, as you draw one after another of the flowers will be placed in your drawing

Since Xara Xtreme is the only program I have ever used, it seems from your information that I don't need to worry about tubes.
I had been reading different posts and it seems like people mention them a lot.
It sounds to me that they have a similar function to the "brush" feature in Xara. Yet another thing I have to figure out how to use correctly.

One of the advantages of tubes is the ability to have a large number of specific types of images at hand whenever you want them.
Brushes in Xtreme and Extreme Pro have the advantage of letting you first create a line in exactly the place and shape you desire, then make it into a truly artistic creation by selecting the proper brush!
