Normally, these adverts are driven by an advertising engine that feeds the changing (rotating ) content. Each ad has a click-through that would go back to the advertising system and count the clicks for that advertiser as well as linking through to the advertisers site.
Toejam will need some javascript/advertising widget to rotate the advertising content and change the click-through link. Ideally, the click-throughs will be counted.
If it's paid-for advertising, advertisers want to know how many times an advert has been seen and how many times it has resulted in a visit to the page. If you want to get more sophisticated you can analyse the times of the clicks in order to find the best place to advertise the product and at which time.
Forgive the advertising overkill, beyond what the OP probably wanted, but rotating banner ads are about a lot more than changing images and passing a link.
