Thanks to you all for your replies - whole pixels was the key. I changed the shapes to both be whole pixels in height and this time it exported without the unwanted line at the top. However, the vector original still appears in Xara with this thin line but it depends on what zoom I'm using - 500% & 1600% no, everything else yes. Not a big deal but why is this? Quirk of my hardware or would everyone get this?
Also, is it possible to set Xara to work solely in whole pixels for both size and positioning?

When I want to do something for the web, I start with the Blank photo type. Default is pixels, no "page" to distract me.

I use SHIFT+arrow keys to move objects, most of the time.
This way, I can always bring the object back to its original position, if needed.
On a normal page, you will get a message, "Sorry, you can't nudge the selection off the pasteboard or between pages."
May not be a problem to most, but I tend to clone and move parts of my drawings, quite a lot.
To avoid this, I do what Mike has suggested - open a 'Blank photo' page.
I can now move 'nudge' objects quite a distance.

I do too handrawn but sometimes I still get that annoying message so I like Rik and Mike's solution.

Skosh is actually skoshi in Japanese, same meaning though.
Skoch = just a hair, just a little bit, a tiny amount. I like all the definitions you guys are comming up with.
