You could download the trial of Revo Uninstaller Pro and force-uninstall WD9P.
I already have that program. As WD9 Premium is no longer on the program list I'm not sure how it could help.
note: the registry is totally devoid of any references to Xara and WD9.

Wow, I've excelled myself. I finally found the solution after two days and many hours of frustration.
The solution:
1. Examine the 'failed' install log and find the 38 digit number for the WD9 Premium installation file.
2. Run Microsoft FixIt.
3. When it asks you what program you want to uninstall, chose unknown.
4. FixIt will then ask you for the 38 digit number for the application you want to uninstall. Insert it and click continue.
5. Re-run the WD9 Premium installer.
6. Successful installation!
Of course, this is only half the battle - now let's see if the original problem (can't connect to the Design Gallery Download Server) is fixed.
