That's a registry setting in IE and a user preferences setting in Firefox found in one of the preferences JS files that control FF. It's really out of bounds for a webpage to manipulate. If you could over ride the browsers control of this temporarily it won't be so bad, but since it's really in the realm of the OS, I wouldn't mess with it. Not what you wanted to hear I know.
