Yes, but both should not be used together (for the same script) eg;
Use the Page>>HTML code (head) when the code is only needed on one or more pages but not all pages.
Use the Website>>HTML code (head) when the code is needed on every page

I have this problem on iPad and iPhones. Is there any fix to that? My site is www.crowncolonypediatrics.com
What problem are you seeing? Your page isn't left aligned in browsers and would be larger than the mobile devices screens anyway.
When I go to the site on an iPad it starts in the top left corner. Is it just the page is wider then screen?
This is intended behaviour.
If you wish, you may remove this line after publishing
<meta name="viewport" content="width=device-width, initial-scale=1.0, maximum-scale=1.0"/>
Removing that line did exactly what I wanted it to do. Thank you so much for you help. However every time I make an update to the site it will put that line back in. Is there a way to have xara not put that line in?
Add the name "NoViewportMeta" to any object on the page. see here
Thanks for the reminder Drwyd, that one slipped my mind.. :o
Works perfect thank you Drwyd & sledger. I'll be posting a new post with a another beginner question.
