Pointer movement when you try to "click" with a stylus is inevitable because of the hardware design. (The mouse is a much more accurate input device.) The program does attempt to detect the difference between a click that involves some pointer movement and a very short drag but maybe that needs to be tuned for the Surface Pro. (There might already be some registry entries you can tweak if you're interested.)
Is your idea to be able to assign a keyboard shortcut to perform a click operation at the current pointer position? Would you expect that to work using the on screen virtual keyboard or a physical keyboard?
Regarding the API: It is being actively worked on and is in use in the latest releases of the both the desktop program and ixara.com.
We don't have a date for making the details public yet but that is still the plan.
