Bob, it looks like a polarity tester. With the Pilgrim name it is probably for an RV to check for proper polarity at campsites. It may also be able to change the polarity so it is correct for the RV.

AAAhhhh, it's a place to connect the electrostatic protection. Plug it into a grounded outlet and the snap on top is where the cable for the wrist strap connects.

Pilgrim makes or did make the polarity test/protect unit I mentioned before. Back before gasoline became so expensive and people could actually afford to drive those dinasaur machines (RVs) many camp grounds offered electrical hookups but didn't always conform to code. To protect your RV you used a Pilgrim unit to check the polarity and could make a change so it met the requirements for the RV.
