I have 4 items I want to showcase in my website - each has pdf
I can rip the pages and photos
and make simple pages (1 per Item)
then how do I allow visitors to DL the PDF?
just make the title be a link and as PDF it will auto open/DL
or???
Is there a way they can view PDFs on my site?
and DO I make a variant for Cell Phones?

I have PDF reference manuals on one of my sites; each PDF is a separate Xara document published to the same main directory. It is (a) embedded in the main site, (b) viewable from that site in a separate full page format and (c) viewable as a PDF which can be downloaded /printed where required:
e.g. https://initiostar.co.uk/omnidisplay.htm >> scroll down the page to see the embedded PDF (which has been imported into a Xara doc), the online view full size and the view as/ download PDF option.
That said, you could import any PDFs and rearrange the objects and content to suit your design; then create/export a PDF copy as a separate document and provide a link to it from your main document. Works for both mobile and desktop.
More a case of design, rather than technology.
