Might be a graphics card thing. I have had that happen but not for many years.
Try Shift + Ctrl + T This redraws the screen and removes artifacts etc.
Also you can try the old Run as Administrator thing.
Windows is preparing. or installing, an update.
Video drivers need updating.
You have something running in the background that is system heavy.
My money is on the Windows update.
Very strange, It does it on this one file but not for other files.
If it is only doing it on this one file then it sounds like something is corrupted and using a lot of memory. Try copying the contents of the file to a new tab and see if it happens in the new tab.
