confused -- text repelling - sometime works, sometimes not...
I am sure is something simple
Sometimes the text will wrap around a picture, sometimes it will not.
It must be the way I'm adding the picture and the text to the section of the page
so,
what's the trick?

1. The object that is repelling the text must be on top of the text.
2. The text must be a text area (drag a rectangle with the Text Tool to create a text area)
3. Do not set the text to repel (frequent reason why text does not repel).

What you said seems logical
And I'm guessing this is what I did first three times it worked
When I added the new one last night,
Did not, must be an anomaly

Works as you said,
I just need to focus more when I make these objects

I’ve also found the text must be a layer above the object. I’ve found it hit and miss as well until I made that change.

Bill, the Text Object is always underneath the repelling Object. The repelling Object can be on a higher Layer but don't make it a pop-up unless you are specifically aiming for this as an effect.
You cannot repel a Text Line even if you have split it with hard returns.
N.B. A Text Line is extremely hard to manipulate - try justifying it.
If you place a repelling Object in a Layer then you have to ensure the Layer Properties are changed to allow it to repel all things under in lower Layers.
