How to set green opacity?
I enclose image and like to set the same effect. It is just sample to do this inside images.
See left and right part. Right part has not effect and left part has slight green but original imageunder this it is seen.
P.S. I have WebDesigner V7.
Need help.

I'm not sure exactly what you mean, but it looks like an image with a green square over the top. The green square has flat transparency applied to you can see the image through it.
I'm not sure if the image under the square is blurred too.

(sledger's arrow points to the Transparency slider). One person's opacity, is another person's transparency. :)
That said, in your example on the left, the image is lighter and blurred. If this is what you have in mind, then you need the Photo Tool > Enhance settings. The first slider in the fly out is Brightness, a positive number will make the selected image lighter, and the last slider, Blur/Sharpen, a negative number will make the image blurred (less sharp).
Little known fact that the maximum slider setting is -100 blurring. But you can manually key in a figure to blur the image even more such as -500.
