Very possible :) checkout the eyecatcher widgets in the design gallery
You will need either the Premium version of Web Designer 7 or Designer Pro 7 for the eyecatcher widgets (compare features).
As WD7 has no animation tools, your best option would be to use something flash based like frobee.com or some javascript from Dynamic drive
