Rotating and making things blurry - please help!

Hi everyone! I'm really, really hoping someone can help me out here. I've been using Corel Painter for a while, and can't for the life of me figure out why when I paint something, and then scale it down and or rotate it (mostly when I rotate) it becomes slightly blurry. Is it simply because I am not using the pen tool to make a vector graphic? I know vectors don't blur or anything....ugh. Anyone?

Oh, and I'm talking about when I rotate layers of what I made. Like if I make a flower, and the stem is one layer, and I rotate it, it becomes blurry.
