To have a link open a new window use the Website Properties dialog. On the Link Tab select New Window in the Open Link in dropdown list.

but can XWD open in a new tab? (IE7s tabs are very nice - I think) :)
Sorry Alan, I don't know of any program that can force a user's browser to open a new tab.
Users can set their browser to open a new tab or new window, but I don't know of any html code that the web designer can use to make a tab to open.
While driven almost completey by the user's settings, at least knowing a few things about how stuff works is always helpful.

IE8's preference, however, does influence both JS and html popups. tools > internet Options > General > tabs [Settings] > "Always open pop-ups in a new window" (selected by default) OR "Always open pop-ups in a new tab". HOWEVER, IE8 does have the additional option, "Let internet explorer decide how pop-ups should open" - in which case it behaves the same as FF, Opera and Chrome - JS new window, html new tab!
