I think you are referring to a 'starburst' type effect.
Yes this is easy in Xtreme using the star shape and adjusting the the star with the shape editor tool to give it longer rays.
This can them be given a circular transparency to create a nice glowing starburst.
I'll post an example soon (though I'm sure other members will get to before I do - they're a fast lot here ;))

A blend along a curve would be a good place to start. The attachment isn't exactly like the image you had linked but may give you an idea of how to accomplish the effect yourself.
Start with a narrow rectangle the convert to editable shape.
Narrow one end. Apply a flat bleach transparency. Duplicate the rectangle and create a blend.
Create a circle. Select the blend and the circle. Select the Blend tool and then click the blend along a curve icon on the infobar.
Adjust the size of the circle to where the rays (quadralaterals, former rectangles) are to your liking. Clone the blend and rotate it slightly so the rays overlap.
I added a feathered circle and diamond shape to the center just for effect.
Here is a variation using the same basic objects. The original rectangle was made wider.
OK - here's mine version - took about 20 minutes of fiddling to find a method.

Yes! These are what I'm looking to do. I did play extensively with the shapes/star tool, but it seemed like it was inverted (not the same as in the graphic). I would love to get the steps! Thank you!
