Need someone to make me a graphic for $$$

I need someone to make a jpeg I have rotate like a spinning wheel, not a rotating logo.

We are here to help you learn to create images for yourself with friendly, useful guidance to suit you and your software of choice, or where appropriate, recommend the best software for the task.

Yes, unfortunately many people here might help you for 10 dollars, but then we would have too many others here looking for freebies, and it had gotten out of hand in the past, hence these rules.
