Different size layers PSP 9.0

I want to add to a digital photo of an electronic printed circuit board a number of overlays using individual vector layers. Each layer will contain different text etc. for annotating the picture. I want the layers to be slightly larger that the original raster photo. The whole thing to have a print size of about A4.

Can someone please explain in simple terms the procedure for resizing one layer without everything else changing at the same time. Any additional suggestions as to how best to achieve what I want would be gratefully received.
