Smart sometimes dumb - legacy bitmap fil behaviour

you drag a bitmap onto a shape - you want the bitmap to resize to the shape size automatically [which i call smart] but xara fills it using the actual bitmap size [which it calls smart]

xara used to do the former, but change the behaviour some 13 years ago

the registry fix involving two keys, that Bill outlined, still works with version 16 [P&G16], and afaik so does Bill's regfile
