There used to be some draw-back to substituting your own desktop icons for Windows icons. Is that still the case, or can one substitute his or her own icons for windows 8.1 icons without any adverse effect or draw-back?

I don't know Ron, I have substituted a couple well maybe added would be a better word. I also changed all the sounds to custom sounds. My computer no longer beeps and gurgles but now speaks to me. My son figured out how to change the opening sound without a registry change. So now when I start my machine it says "Welcome to Larry's Machine". I am using Windows 7 and there have been no ill effects.
That's funny, Larry!
This is working for me. I have researched a lot about this topic. Though its a bit difficult to do it.
Replacing programme icons doesn't seem to be a problem, as far as I can tell.
As you can see, I replaced the icon for XDP X9, and that even displays on the tile screen, in Windows 8.
Though I can't remember, if I had to do anything for it to display on the tile screen. I don't really use the tile screen. I start Windows 8 on the desktop.
Thanks jatingandhi147 and Rik!
