Hello
Make a text object without fill or line colours.
Place behind any objects. Select all and arrange clipview. By clicking on the 'key' icons you can either move the clipping object or the clipped contents. You can also use the shape editor tool to adjust a clipping object.

If I understand your question, select your text and convert to editable shapes. (Arrange menu, Convert to Editable Shapes). Then ungroup the text. Select a character then select the line color for the outline. Then left click on the no color button on the color bar. The outline should still be visible and the character should be invisible.

However, if I understand ChrisAndrews original question, we're making it far harder than need be.
Simply select the text; left-click the "no color" button; right-click on the color of choice (if necessary) to add an outline; adjust outline width.
The text is still editable text.
