There are two simple ways to approach the problem, both use the magic wand. When you click on the background of the elipse by increasing the tolerance of what is selected you may find that you will completely select the background and not the elipse. Once you have the proper selection, invert the selection and there you are. The other method is to select the elipse. If the elipse say is white and is outlined in black, you can select the white inner elipse and then "expand" the selection to include the black in the "Selections/Modify". If your elipse is not outlined and you want it to be choose "Selections/Modify" and then "Select Selection Borders". This gives you a double border of marching ants and you can flood fill the area between the marching ants with whatever color you desire.
