its going to be a montage of individual strokes drawn to make it look 3D
maybe some of them created in the program rather than default
I also think there's been some artistic shenanigans to get that highlight and 3D shadow effect.
Either way (as mentioned) the bitmap used to create the brush in the first place is most likely from another, naturalistic painting app.
I've half-heartedly had a go to create something similar to try and understand how it was made. I used the 'Palette from Photo' tool to get the colours from the original image and a live effect in an attempt to get the line to become more 3D. The bitmap was imported from ArtRage. As Acorn would say in his programmatical way, it's a 'fail'! ;)
Anyhow, it's a very smart brush (not mine, theirs) if that is what it is. It would be great to hear the story behind the image.

The point being if someone worked at it, they could produce just about anything. (Infinite monkeys and typewriters...).

Funny thing is i just needed an artwork like this few days ago, and had no idea how to make it.
Affinity Designer was the best i could find.
