Can this be done using XDP+?

I'd like to create a simple animation for a web page using XDP+. Is it possible to do the following? If so, how?:

I could do it with anime.js.

just had a quick go: Attachment 132906. The whole file is 41kB.

The other approach would be to use CSS and @keyframes.

There is nothing in XPro+ to handle animations natively.
