Moving menu items

Is there a way to reorder menu sub items? And a way to promote or demote an item in the menu.
For example
I have
Level 1
Level 2
Item l1
Item l2

I want to have
Level 1
Level 1A
Level 2
Item l2
Item l1

Assuming you mean a Navbar menu, you can drag and drop items in the navbar editor.

For a Xara-presented NavBar, double-click to enter its Properties window.
Untick the Site Navigation Bar (auto... option.

To Add "Level 1A", highlight "Level 1" and click the Add button.
To re-order, swapping "Item I1" with "Item I2", click drag "Item I2" to just he top part of "Item I1" and release. Or "Item I2" to just under "Item i1".
Click the OK button.

You cannot transform a button level entry into an item level entry or the converse.
You can promote, demote and swap item entries.

Thanks, I got it sorted now. I wasn't seeing that on the drag/drop it eventually allowed me to drop the item. I figured that I should be able to do it. Thanks Christine and Acorn.
