Or when you publish your site change the file name to index.html
Gary, is that not what I said? I agree it only works if you then publish.
To be really precise: in Utilities > Web Properties > Page > Page filename, the default is "index"; change this to "index.html". There is no need to change any other page's filename after this. You could name your first page "giraffe.html" but you would then have to ensure your URL was "www.yourWebSite/giraffe.html" as most servers are set up to check for "index.html" and "index.htm" being present, allowing you to post your URL as "www.yourWebSite/".

i remember seeing the question about htm years ago. Why is html not the default?
htm is an alias for html and is effectively one and the same.
As Xara products are MS Windows-based, three-letter extensions are/were the norm as far back as DOS & Windows 3.1 (I was there).
AFAIK, servers will handle either with HTML, in older configurations, being the default. You there might consider altering your .htaccess file to handle HTM.

Acorn - My bad. The Save as File Name only works if you are exporting a site and not publishing it. Never mind.
Gary, you raised an interesting point that still confuses people.
Never save your design as index!
What you get is a XAR file index.xar or WEB, index.web and if you do it again you lose your first design file.
index is only used and needed for your Page Filename of your site's first design page.
File > Save as a really descriptive phrase like, Client's Green Emerald Site, giving Client AC03's Green Emerald Site.xar or Client AC03's Green Emerald Site.web
Utilities > Web Properties > Page > Page filename: index
Utilities > Web Properties > Page > Page title: Home for your Green Emeralds
The last two are really important for each and every site page to better describe to your Client, their audience and yourself what the page is all about.

When you Export a website vs Publish the default setting is index.

File > Export website is publishing to a local filestore; the default index is what the generated htm data is saved out as: this generates index.htm and folder index_htm_files.
If you want to File > Export website as HTML then you add the extension ".html" to the default index and you then get index.html and folder index_html_files.
You do this if you want to stage out your website as HTML for FTP upload and if you haven't used Utilities > Web Properties > Page > Page filename: index.html.
If you did use Utilities > Web Properties > Page > Page filename: index.html, then File > Export website defaults to index.html.
If you chose to File > Export Website: fred.html, you would get outputted fred.html and folder fred_html_files.
If your other web pages were designed to link back to index(.html) (the actual Page filename), Xara cleverly changes these links to fred.htm(l).
Lots of options to get wrong or confused.
