Always before in all Designer programs when one clicks on something to do - i.e., text tool - the tool bar comes up at the top. Now, I can't get any of them to come up.
Tried Help but it didn't help. Tried search here but found nothing to help.

Ack and arg!!! The quickest way to get things restored is Window > Control Bars > Reset (button on right). You will lose any custom toolbars and other stuff but you will get everything back to the default.
